
A new anti-Chinese government group has just been released a tool, aiming to help lawmakers and the public keep track of legislation targeting the Chinese Communist Party (CCP) in state legislatures across the country.
Michael Lucci, founder and CEO of State Armor Action, warned of China’s growing efforts to infiltrate and influence America’s domestic policies through state-level channels.
“China’s communist government targets American state governments in order to undermine our homeland security,” Lucci says. “Protecting the United States from the Chinese Communist Party requires working on the front lines in statehouses across the country to combat CCP aggression and oppression.”
State Armor Action, which focuses on helping U.S. states confront global security threats from authoritarian regimes, unveiled a comprehensive online tracker that monitors and visualizes legislative activity focused on countering the CCP.
This includes bills that restrict CCP-affiliated entities from purchasing land near critical infrastructure, limit Chinese influence in higher education, and block the use of Chinese technology in government operations.
According to the tracker, 461 pieces of legislation relating to China and the CCP are currently under review or in progress across various states. These measures reflect a growing movement at the state level to confront Beijing’s attempts to exert influence over American economic, technological, and political sectors.
Detailed Tracking of Legislative Progress
The tool doesn’t just list proposed legislation — it tracks their progress through statehouses. According to the platform’s real-time data:
43 bills have already been adopted into law, 25 have passed both chambers of their respective legislatures, 43 have successfully crossed over from one chamber to another, 11 bills have been killed, and 339 have been introduced and are in various stages of review.
In addition, the tracker provides visual representations of party control in each state and highlights which states are most active in introducing or passing anti-CCP legislation.
Lucci said the new tool would be instrumental for policymakers, researchers, and concerned citizens alike.
“State Armor Action’s legislation tracker will serve as a crucial tool in the fight against Communist China and its nefarious partners,” he said. “The tracker will help educate policy leaders and inform the American public about the legislation that will stop the CCP across the country, and it will help spread legislative concepts between states.”
State-Level Pushback Against CCP Influence
Traditionally, issues relating to foreign governments and national security fall under the purview of the federal government. But experts now argue that China’s influence operations are increasingly targeting state and local governments — necessitating a more decentralized and localized response.
“The Chinese Communist Party has its sights set on the states,” Gray said. “Now more than ever, we need state leaders to step up and harden themselves against Communist China.”
Gray praised the tracker for its potential to help state officials learn from one another and implement policies based on proven strategies.

A Growing National Concern
The push to confront CCP influence in the United States has grown steadily in recent years, with both Republicans and Democrats showing interest in limiting China’s reach within the country. Still, many of the most aggressive legislative actions are being driven by Republican-led states.
State Armor Action’s tracker clearly shows a high concentration of bills originating from GOP-controlled legislatures. These measures often target foreign land ownership, especially near military bases, restrict Chinese companies from contracting with state governments, and aim to curb CCP-aligned educational programs like Confucius Institutes.
State-level leaders are increasingly viewing these steps as essential to safeguarding national sovereignty and preventing the infiltration of critical infrastructure and supply chains.
